No.  In Arizona, estates below certain value thresholds can bypass formal probate through a process known as small estate affidavits.  If the estate consists of $200,000 or less in personal property or $300,000 or less in real estate, heirs may be able to collect assets without going through probate court.  In addition, assets held in a trust, or those with a named beneficiary (such as life insurance policies, retirement accounts, or payable-on-death accounts), generally pass outside of probate altogether.
